Research Ethics in Russia: Medicine, Politics, & Ethics in Transition.

The Russian Federation is a place, people, and politics in transition. The alarming rate of HIV and MDRTB infections in the Siberian region in particular makes this an area of significant global health concern. Since 2004, under funding from NIH CIPRA, Dr. Maureen Kelley has served as a bioethics consultant on research ethics training for the Tomsk Regional Center for AIDS and Infectious Diseases in Tomsk, Siberia. Working with Dr. Susan Miller from Baylor College of Medicine and Dr. Alexander Chernov from TRCAID, the team successfully established the first NIH certified IRB in the Russian Federation in 2005, with a Russian staff trained in the process of ethical review, informed consent and community consultation, and the ethical treatment of vulnerable subjects (especially orphans and prisoners).

In July 2006 Dr. Miller and Dr. Kelley expanded the training program to include workshops in palliative care tailored to the needs of patients with AIDS and TB, discussions of women's rights and the growing sex industry, and workshops and outreach efforts for vulnerable pediatric populations, including the rising number of street children and minor sex workers in Tomsk. Dr. Kelley will discuss these efforts and the ongoing process of cross-cultural exchange behind the Russian team's successful development of a regional program in research ethics, training and oversight.
